Can anyone suggest to a novice where and what to do aroung NC's outer banks
with a saltwater fly rod? Can I take it out on the ocean, or should I try to
fish the (Pamlico?) sound?

You might try the the soutern end, ocean side of the bridge over Oregon Inlet.
there's sort of a small shallow bay there created by a jetty. You could try the
northern in too, but without a 4x4 its a hell of a hike. (and don't get trapped
by the high tide, either, on the north side.) I've never done it, but I've seen
llots of folks flyfishing on the southern end.
