Cous Deer Hunting in New Mexico

I am currently looking for any information on hunting Cous Deer in New Mexico. Animal locale, tag regulations (draw vs. over the counter), hunting experiences, hunting advise, etc. I seem unable to find anything on the net and the New Mexico game and fish dept.'s web site appears to be unaccessable.
